Board hears update on SCA 1 property-tax overhaul and potential local revenue impacts

Doctor Baraco (identified in the meeting as a district presenter) updated the school board on SCA 1, describing it as a property-tax overhaul that could reduce the local tax base and affect school and municipal revenues. "SCA 1 is the property tax overhaul that has cities, towns, and school districts worried because, in the not too distant future, our revenue is gonna drop significantly due to them changing the formula," Baraco said.

Baraco described how the new formula changes the calculation for net assessed value. Using the example offered at the meeting, he said a $500,000 home previously would be taxed on a net-assessed value of about $293,000; with SCA 1 and a $300 credit the presenter used hypothetical figures showing the tax would instead be based on a net-assessed value around $175,000. Baraco said the district’s lobbyist with the Northwest Indiana Superintendent Study Council is engaging state senators to consider adjustments, and he suggested the district study other states’ formulas and possible caps tied to inflation.

Baraco cautioned that while property-tax relief is a legitimate policy goal, reductions should be balanced against funding for public services, noting that cities and schools rely on those revenues for roads, bridges and educational programs. He said it is not likely the legislature will act before the fall and that further movement may await the next budget cycle; the district intends to continue communicating concerns to legislators.
