Policy committee approves staff development policy after debate on who appoints advisory committees

The policy committee voted 7–1 to send revised Policy 425 (staff development) to the full school board after a substantive discussion about who should appoint members of the advisory staff development committee. Committee members reviewed MSBA attorney guidance that the paragraph in question — language about establishing a committee and appointment of members — was not required by Minnesota law and reflected MSBA’s model language. Terry Morrow, attorney for the Minnesota School Boards Association (MSBA), advised in written guidance that administration typically manages appointment processes for staff committees but that the school board retains authority to change appointments by board action. Several committee members said they were concerned the proposed revision shifted appointment authority exclusively to administration and could “water down” the school board’s supervisory role. One committee member said they would prefer language that included both the school board and administration in appointment language or explicitly preserved board appointment authority for this advisory committee. The committee chair and other members responded that advisory committees are operational and that administration historically names members; the committee’s recommendation preserves the administrative appointment approach in the revised policy. After discussion, the committee approved forwarding Policy 425 to the school board, with the committee recording the vote as 7 in favor and 1 opposed.
