Council names three-member subcommittee to advance 2026 excise-tax priorities

The Laramie City Council on Sept. 2 created a three-member subcommittee to work with staff and Albany County on development of the 2026 specific-purpose excise tax (SPET) project list. Councilor Matt O'Doherty moved, and the council amended the resolution to appoint Mayor Sharon Cumby, Vice Mayor Michael Richardson and Councilor Matt Lockhart to the subcommittee. The amendment and the resolution both passed 7-0 with two members absent.
Assistant City Manager Feazer told council the subcommittee—s role is to work with staff to assemble a prioritized list of projects that will be returned to the full council for approval. Staff said the prioritized list will be presented to council for approval on Sept. 8 during a scheduled work session and a special session; the ordinance approving SPET ballot language will then return to council for full approval. Feazer said the subcommittee will also coordinate with Albany County as part of the county—s parallel SPET process and represent council priorities in negotiations.
Councilors said a three-member negotiating group is preferable to a single representative and will allow faster, more focused work under the county's timeline. The council emphasized that the subcommittee will return a prioritized list to the full council for approval rather than act unilaterally.
