The Des Moines City Council approved ordinances Sept. 8 to amend the DSM Creating Our Tomorrow comprehensive plan and rezone 1824 Dean Avenue from low-density residential to industrial, and from N3C Neighborhood District to Limited I-1 Industrial. The application, filed by owner Jamie Villafana Navarro, sought to allow reuse of an existing building as warehouse space for office, storage of vehicles, and materials. The council opened the item for parties of interest and public comments but recorded no speakers; the matter was moved, seconded and approved by a 7-0 recorded vote on both first and final consideration. A waiver was requested by the applicant; the transcript notes waivers require six votes.
