Board approves special-exception permit to continue small Bichon Frisé kennel at Anderson Farm Road property

John C. and Margaret B. Holmes asked the Rockbridge County Board of Supervisors to approve a special-exception permit to continue operating a commercial kennel at 159 Anderson Farm Road in the Walkers Creek Magisterial District. The board approved the permit Aug. 11 with planning-commission recommended conditions.

The Planning Commission recommended conditions that confine breeding, raising and care to the existing dwelling; limit breeding to Bichon Frisé with up to four breeding females and two breeding males (excluding puppies 16 weeks or younger and visiting stud dogs); prohibit boarding and grooming operations; require solid-waste disposal at a permitted landfill; limit signage to six square feet; and require compliance with county lighting and design standards.

At the hearing, Holmes described a long-standing, small-scale breeding practice and said he limits litters and placements. He acknowledged one returned dog that ultimately went to the ASPCA due to behavioral issues with that animal and said he attempts to screen placements carefully. Holmes said he does not plan to expand operations.

The board received no public speakers against the permit and voted to approve the application. One board member clarified solid-waste language and staff said landfill disposal language was carried forward from prior kennel applications; staff indicated the landfill requirement precludes disposal at county collection centers or unpermitted locations.
