There was no formal vote to commission the study at the Aug. 11 meeting; the board indicated a preference to appoint volunteers to a committee to draft scope and cost and for staff to work with the two city managers on next steps. The county administrator noted that because an ad hoc committee without delegated board powers would not require meeting notices, the board could proceed informally pending city approvals.
