The Baker City Council voted to accept the Planning and Zoning Commission’s recommendation to resubdivide a portion of property owned by Bethany Church on Plank Road, clearing the way for the church to sell a retreat center building.
The applicant: Hank Hennigan, associate pastor at Bethany Church, told the council the property contains a retreat facility with a large cafeteria and hotel-style rooms built about 15 years ago. The church told the council it had not used the retreat as before and seeks to subdivide that portion of the parcel to sell it. Hennigan said the congregation’s intended purchaser plans to operate the facility as an assisted-living home because of the building’s dining and room layout.
Council action: With no public opposition, Councilmember Dr. Vincent moved to accept the Planning and Zoning recommendation, and the motion received a second; the council recorded unanimous ‘yes’ votes by district and carried the motion.
Why it matters: A resubdivision changes property boundaries and may enable a change in use; the new use as an assisted-living facility would involve building configuration and licensing considerations handled through zoning and state licensing processes.
Next steps: Planning and zoning staff and the applicant will complete subdivision documentation and any additional permit or licensing steps required for a change in use.
Ending: Council members thanked the applicant and moved on to other business after approving the resubdivision.
