Board approves grant agreement to share admissions-tax proceeds with Goshen for infrastructure

The Rockbridge County Board of Supervisors voted Aug. 11 to execute a grant agreement with the Town of Goshen to share an amount equal to 50% of admissions-tax revenue generated by the Buckingham Branch train events in September and October.
County staff and an ad hoc committee formed after the July 28 meeting negotiated a draft agreement with Goshen Mayor Tom McGraw and Vice Mayor Steve Bickley, who attended the Aug. 11 meeting. The agreement specifies that funds received by either party would be applied to infrastructure projects, water-system upgrades or other lawful governmental purposes agreed to by both governments.
County staff said the draft had been shared with both town representatives and recommended execution. Supervisor Lewis and Supervisor Lyons served on the ad hoc committee, and staff asked the board to authorize execution of the agreement.
The motion to execute the agreement passed unanimously. Board members did not specify particular projects at the Aug. 11 meeting; the agreement requires the parties to agree on use of funds if goals are not limited to infrastructure or water upgrades.
