Board approves $26,161 change order for 2025 Theater Road improvements, including early‑completion incentive

On Aug. 5 the Board of Public Works and Utilities approved change order No. 1 for the 2025 Theater Road Improvements project totaling $26,161.32, motioned by Alder Jim and seconded by Alder Larry; the motion passed unanimously.
Staff said the change order covers excavation below subgrade where old street sections were absent ($5,659.50), replacement of a water valve manhole with a valve box ($5,096.82), and a $10,000 early‑completion incentive the contractor earned for finishing 20 days ahead of schedule. Jared Holter told the board the incentive was discussed with the contractor early in the project and is a typical $500‑per‑day figure the city would otherwise include in contracts.
Holter reported the project bid came in well below the engineer’s estimate; the bid was roughly $701,000 versus an engineer estimate around $799,000, leaving approximately $98,000 under the engineer’s estimate. After the approved change order the project is still roughly $70,000 under budget, he said. Staff indicated contingency funds in the project budget will cover the change order.
Board members asked about contractor history and procurement; staff said the contractor has performed multiple city projects over decades and that public projects are awarded to the lowest responsible bidder after proof of responsibility per state statute. Because the project is a 50/50 grant project, staff said the grant (LRIP) would cover the grant share of eligible costs.
