What staff said Staff explained that because 54 Colonial Road is not on a recorded street plat the planning board's role is to review and comment; City Council must decide whether to allow construction and the applicant must sign a waiver acknowledging the city is not responsible for maintenance or services and the waiver must be recorded at the registry of deeds.
Board discussion and staff recommendations Board members recommended that the applicant submit a drainage plan and obtain Public Works review and approval; staff recommended adding a condition that the public works director review and approve any driveway or drainage implications. Members noted the site access is steep and past efforts to bring utilities and services to nearby lots had required special easements.
