Summary
The Planning Board accepted and approved an application to convert a single-family dwelling at 82 New Hope Drive to a boarding house intended for workforce housing, subject to fire protection, sprinkler and parking requirements.
The Planning Board approved PB2025‑075, which allows a change of use from a single‑family dwelling to a boarding house at 82 New Hope Drive. The board accepted the application as complete, reviewed Technical Review Committee comments and approved conditions to meet state and city code.
Why it matters: The applicant described the conversion as workforce housing. The zoning board of adjustment previously granted a variance allowing boarding/rooming house use for the property. The Planning Board's action provides site plan approval for the change of use with conditions intended to meet safety and service standards.
Applicant presentation and staff findings Applicant Will Hess of Test Engineering said the project involves a modest interior change (partitioning a basement room to create an additional bedroom) and minor site work to delineate parking and provide snow storage and trash locations. "We're just changing use on the property to a boarding house, for the use of workforce housing," Hess told the board.
Staff reported the Zoning Board of Adjustment approved a variance to permit the boarding use on May 19, 2025, and TRC comments were incorporated into staff conditions. Required conditions include an installed fire alarm system and a sprinkler system in accordance with New Hampshire fire code and Laconia ordinances, a separate exterior water shutoff for the sprinkler system, delineation of six parking spaces, private trash service and satisfactory snow storage arrangements. The approval carries a completion deadline: if conditions are not met by August 5, 2030, the approval will lapse.
Board action A board member moved to approve PB2025‑075 with staff conditions; the motion was seconded and passed by voice vote. Staff will monitor compliance and require submittal of required permits and inspections prior to final occupancy.
