City services committee gives unanimous recommendation to accept Main Street layout

NORTHAMPTON, Mass. — The Northampton City Council Committee on City Services voted unanimously Sept. 8 to recommend that the full City Council accept an official layout of Main Street and portions of West Street, New South Street, Crafts Avenue, Center Street, Gothic Street, Pleasant Street, Strong Avenue, Holly Street and Market Street as public ways under Mass. Gen. Laws ch. 82 §21.

The recommendation formalizes existing survey work and creates an official, stitched-together right-of-way plan for Main Street — a step city staff said is necessary for forthcoming design work on the Picture Main Street project. The committee opened and closed a public hearing on the petition and, after brief discussion and no opposition from attendees, moved a positive recommendation to the council.

Director Carolyn Mish, of the Office of Planning & Sustainability, told the committee the layout does not change property boundaries or involve takings. “It’s not changing any boundaries. This is all based on existing survey of the street as it exists today,” she said, describing the plan as a compilation of segmented surveys gathered over time and presented as a continuous layout from the west end to the east end of Main Street. She said the plan will serve as the baseline for any minor adjustments that might be needed during the Picture Main Street design work.

A member of the public, Benjamin Spencer of Northampton, spoke in favor of the layout, saying, “I’m glad to see this project moving along. I know that this is an important step, towards the Picture Main Street project, coming to fruition.” No speakers registered opposition during the hearing.

The committee record shows the layout petition was legally advertised in the Gazette on Aug. 25 and Sept. 1, 2025; the City Council referred the petition to the Planning Board and this committee on Aug. 21, and the Planning Board issued a positive recommendation on Aug. 28, 2025. Copies of the referenced plans are available at the Office of Planning & Sustainability, 210 Main Street, during regular business hours (8:30 a.m.–4:30 p.m.) and online at northamptonma.gov under the Picture Main Street project page.

Councilor LaBarge, committee chair, moved for a positive recommendation and the motion passed unanimously; the committee’s positive recommendation will go to the full City Council on Sept. 18 for final action. The director and committee members noted that acceptance at the council level would establish the official layout but that any future, small adjustments to right-of-way lines would follow standard design and legal processes during project implementation.
