Council accepts public dedications for Stone Creek Addition No. 14; developer recused from final-plat vote

The Tonganoxie City Council on March 17 accepted public dedications on the final plat for Stone Creek Addition Number 14, a north-side subdivision that will create 12 single-family lots.

Staff said the area was part of the Stone Creek preliminary plat filed about 20 years earlier and that utility easement commitments are included on the final plat. Planning Commission had given unanimous approval before the council hearing.

Chris Donnelly, identified in the meeting as the developer for Stone Creek, addressed the council and described the project as completing the original Stone Creek development. Donnelly said the 12 new lots will generally be ranch houses of roughly 1,400—to—1,700 square feet with full basements in many cases and said he was proud to finish the subdivision.

Because Donnelly is the applicant, he recused himself from the council discussion on this agenda item. Council Member Partridge moved to accept public dedications on the final plat; Council Member Dale seconded. City Clerk Huntington called a roll call: Partridge, McCutcheon and Dale voted "Aye." The transcript records those three affirmative votes.

Staff noted the plat changes reflect long-standing site constraints, including rural-water-district well placements that prevented the originally contemplated through connection; the developer instead proposed a cul-de-sac typical of other Stone Creek sections. The city said utility easements and related commitments are part of the plat record; the council—action accepted those public dedications so the plat can be recorded.

The motion carried by recorded affirmative votes from the councilors who participated; the developer was recused.
