Council OKs utility easements for sanitary sewer pipe‑bursting project after homeowner outreach

The Tonganoxie City Council on April 7 approved a resolution authorizing acceptance of utility easements and directed staff to continue negotiations with property owners for a sanitary sewer improvement project.
City staff said the work involves pipe‑bursting an existing sanitary sewer main located in the rear yards of homes between Second and Third streets and between "2440 and Church Street." Staff said the city holds a prescriptive easement for the line but sought recorded 10‑foot utility easements from 15 property owners to clarify the work area and construction expectations.
"There will be a need for the contractor to access the tap locations of each of these homes, into that sanitary sewer main," a staff member said, and staff noted they held a public meeting on March 10 in the library community room to explain pipe‑bursting to residents. Staff reported that not all 15 property owners had returned signed easement agreements at the time of the meeting.
Councilmember McCutcheon moved to approve Resolution 04‑25‑01 authorizing general utility easements for the 24‑1001L sanitary sewer project; Councilmember Stevens seconded, and the motion passed by voice vote. Staff said they expect to advertise and seek bids for the construction in the next several months and will return to council with bid results for contract award.
The resolution grants staff authority to finalize recorded easements with consenting owners, to notify property owners with and without recorded easements of the city's intent to proceed, and to proceed with procurement under the timeline set by received bids.
