Tyler Hill, a Tonganoxie resident, asked the City Council on Aug. 18, 2025, to open a formal investigation into dealings involving Dale Allen of Cornerstone Church and Gretchen Molnar, owner of Life Daycare, related to contracts and a permit transfer affecting a tenant identified only as Heather and the Tongie Tykes property.
Hill told the council he believes contracts for Heather’s current space and for the former youth-center portion of the building were signed and later “reneged on.” He said a fire permit that had been moving toward transfer from Heather to Molnar reached a final step without Heather’s approval. “The fire permit issue seems to confirm that this was happening,” Hill said. “The whole situation that Dale and Gretchen have put Heather, her teachers, Mr. Olson, and the families of the Tongie Tykes children through has been, at best, shady and at worst illegal.”
Hill also alleged statements by Molnar that she would use “power, money, and influence to bypass the processes put in place,” and said construction activity (he described epoxy being poured) occurred while a daycare occupancy process was still underway, which he said created a health risk for children.
The remarks were made during the public-comment period; no motion, formal staff response, or council action followed the comment in the meeting record. Council staff set a three‑minute limit for speakers and Hill completed his remarks within that period.
The council did not discuss launching an investigation on the record during the meeting. The transcript does not show any city staff or councilmember confirming receipt of evidence, indicating next steps, or stating that staff would report back. The claims Hill presented name individuals and allege specific conduct; they represent the speaker’s account and were not presented as findings by city staff or law enforcement in the meeting.
City staff or relevant agencies were not recorded providing additional factual detail during the meeting about the permit transfer, the alleged construction activity, or whether any complaints had been filed with the fire marshal or other authorities.
