The City Council voted unanimously Aug. 7 to approve Phase 1 of Operation Game Talk, a city program aimed at 13‑ to 15‑year‑olds, authorizing an expenditure not to exceed $2,000 drawn from the Mariah Fund.
Councilwoman Chabelle Young, who introduced the item, said the effort narrows focus to youth aged roughly 13–15 who were not reached by this year’s summer camp. Young described the program as classroom and recreational activities at the Richardson Community Center that include gun‑violence prevention, gun‑safety education and opportunities for police–youth interaction. "We want to really do this for these guys because of what they do for the city," Young said, referring to youth volunteers in police Explorer and Boy Scouts programs.
Chief Josh Wayinger described program logistics and confirmed officers will participate in activities and informal interaction, such as playing basketball, and that the department’s community relations coordinator is coordinating an October bicycle rodeo tied to National Night Out. Council members asked about outreach to schools; Young said staff will coordinate with the sheriff’s office and school resource deputies on potential in‑school offerings.
The motion to approve Phase 1, including language to "build into the motion the information from the report to council," carried on a roll call vote of 5–0. City staff said Phase 2, broader programming, will be presented to the council at a later date.
