Council approves special‑law extension enabling potential TIF for Seventieth and France project

The Edina City Council on Sept. 2 voted to adopt resolution 2025‑69 accepting a special law passed by the legislature that enables an extension of two tax‑increment financing (TIF) districts, including the Seventieth and France district. Council members clarified the action acknowledges state legislative action and does not obligate the city to award TIF financing to any specific project.
Council member Marissa Risser spoke at length about concerns around sequencing and transparency. She said the record shows the council and HRA discussed the parking ramp and public‑assumed risk in March and that the information provided to the legislature did not fully reflect the project’s financing risks. Risser said the project may not be viable under current economic conditions and that an approved special law simply enables the city to use TIF later, without forcing it to do so.
City manager and staff explained that several other cities sought similar extensions amid rising construction costs and interest rates and that the special‑law process requires formal city action to accept the legislative change before returning it to the state. Staff estimated a dozen or so cities sought extensions. Manager Neal and staff emphasized acceptance of the special law is a procedural step; any future use of the authority would require separate decisions and public processes.
Council member Risser voted against the resolution; the motion carried 4–1. Council stressed that approving the special law is not the same as approving project financing, and staff confirmed no action taken tonight obligates the city to award TIF financing to the Seventieth and France project.
