The Planning and Zoning Board on Aug. 12 unanimously recommended that City Council approve a comprehensive plan amendment and companion rezoning to change parcel 13991-000 from residential moderate to commercial general, allowing the property owners to operate a small commercial office adjacent to an existing insurance agency.
Applicant representatives Travis Covington and property owners John and Cassandra Wheeler described the intended use as "general office space in conjunction with the existing building to the east," with low staffing and customer traffic. "It'll only be maybe 3 employees, so, very low usage," Covington said, estimating one to two visitors per day.
City staff identified regulatory and utility requirements triggered by a change to commercial use. Mister Angelo said that commercial use would place the property under Suwannee River Water Management District jurisdiction, requiring review under 62-330 F.A.C. and potentially a stormwater management system if impervious area exceeds 9,000 square feet (with different thresholds for vehicular surfaces). He also said water service would require a backflow prevention device under the city's cross-connection control program and that Waste Pro service classification would change to a commercial account.
Why it matters: The rezoning would convert a low-density residential parcel to commercial, bringing new regulatory requirements and potential infrastructure adjustments but — according to the applicant's statement — limited traffic and staffing.
