Board endorses landlord’s plan to reclassify Carter parcel to allow higher-density multifamily

The Planning and Zoning Board unanimously recommended Aug. 12 that City Council approve a comprehensive plan amendment and companion rezoning to allow higher-density multifamily housing on parcel 11174-001.
The application was submitted by Mary Douglas Carter and presented by agent Carol Chadwick, PE. "We're looking to put multifamily housing in the area," Chadwick told the board, adding the plan would consolidate several small parcels into one buildable site with good access to Bascom Norris.
City staff said the existing future land use is residential medium (allowing about eight dwelling units per acre) and the request would change it to residential high (allowing up to 20 units per acre). "At this time, it is the staff's recommendation being that it is consistent with the comp plan and land development regulations," Mister Angelo said. He also noted that an ERP or other permits and a site plan may be required later depending on the build-out.
Board members asked about notice to nearby residents; Miss McCollum said she believed some neighbors had not received letters and wanted them to understand the change. Mister Angelo explained that the two applications (the future land use change and the rezoning) "go hand in hand" and that permitted uses under RMF-1 and RMF-2 are the same; the difference between RMF-1 and RMF-2 is the amount of dwelling units allowed per acre. Angelo read Section 4.90.2 into the record to clarify permitted principal uses.
Action: After discussion and the entry of staff reports into the record, the board voted unanimously to recommend approval of CPA 25-06 and Z25-08. The board recorded no interveners or public speakers on the matter.
Next steps: The recommendation will be forwarded to City Council; site-plan, concurrency, stormwater and utility details will be reviewed at the permitting stage.
