Council discusses proposed limits on oversized vehicles, forms task force to refine rules
Summary
City staff presented proposed ordinance language to restrict oversized commercial vehicles, RVs, boats and trailers in residential areas; council members asked the task force to refine size thresholds, consider screening and grace periods, and reconcile the policy with state house bill provisions on home-based businesses.
Barry Boyd, community services manager, presented a proposed amendment to the City Code on Sept. 2 that would restrict oversized-vehicle parking in residential areas and establish related screening and enforcement rules.
Under the staff proposal Boyd described, the city would prohibit parking or storage of oversized vehicles, defined in the presentation as RVs, boats, box trucks and other vehicles greater than 9 feet in width or 21 feet in length, and would prohibit storing such vehicles in side or rear yards unless the vehicle is fully screened. Boyd said the proposed ordinance would also allow a 24-hour grace period for staging, loading and unloading.
Why it matters: Council members said the issue affects neighborhood livability, on-street parking and driveway access. Several members emphasized balancing residents' concerns about aesthetics and storage with the needs of residents who use work vehicles or run home-based businesses.
