Two residents asked the Lake City Council during public participation on Sept. 3 to investigate recurring sales of puppies in the Walmart parking lot on Bascom Norris, saying the sellers are not licensed and that selling animals in public places is illegal under county and state rules. Speakers asked the city to pass a local ordinance or enforce existing rules to prevent unregulated sales and protect animals.
Heike Koenig said she had called the police and was told officers could only check the animals’ condition, not stop the sales because of jurisdictional or permitting questions. She told the council the Florida Department of Agriculture and Consumer Services (FDACS) requires licensed breeders and veterinarian‑issued health documentation and suggested the sellers were not in compliance. Other residents supported Koenig’s comments and urged that animals be adopted through the shelter instead of roadside sales.
City staff offered a follow-up: the clerk invited the speaker to take a staff card so staff could follow up to clarify enforcement options and whether county ordinances or state rules apply inside city limits. The council did not take immediate action at the meeting but staff said they would follow up with the parties to determine whether enforcement or an ordinance is required.
