The Lake City Council on Sept. 3 held quasi‑judicial hearings and approved eight land‑use and rezoning ordinances on first reading covering multiple properties across the city, and adopted a citywide building-code ordinance on final reading.
Staff introduced a set of paired comprehensive-plan amendments and zoning reclassifications submitted by multiple applicants. The council approved a large-scale comprehensive-plan change and rezoning for a roughly 72-acre parcel adjacent to Walmart and Lowe’s that would change county residential low-density to city commercial and rezoning to commercial intensive; the applicant, partner Tom Eagle, said the parcel will be marketed to large-scale developers for potential retail, residential or mixed uses. Because that amendment exceeds 50 acres, staff said it will be transmitted to state reviewers for expedited review and return for final adoption after state comment.
Other actions on first reading included: a future land-use change for property owned by Mary Douglas Carter (medium‑density residential to high‑density residential) with companion rezoning from RMF‑1 to RMF‑2; a change for a parcel on Hall of Fame Road from commercial to high-density residential and companion rezoning for multifamily use; and a residential-to-commercial future-land-use amendment and rezoning for a parcel on Maine Boulevard adjacent to an existing insurance office. City staff noted utility, traffic and stormwater comments on several applications and said specific permitting and capacity review will follow as developers submit site plans.
In a separate action on second reading, the council adopted an updated building-code and permitting ordinance (City Ordinance 2025‑23‑23) that consolidates building regulations, permitting fees and insurance requirements; the council held a brief public comment period and then approved the ordinance by roll call on final reading.
City planning staff and applicants said approvals align zoning with existing development patterns and will allow applicants to bring site plans and permitting applications for the next stage. Several council members asked applicants to coordinate on traffic and infrastructure impacts before permits are issued. The council’s action on first reading moves these zoning changes forward; items above 50 acres will be routed to state review where required before final adoption on a later date.
