Fortina Planning Commission grants one-year extension for CLK Kenmore tentative map

The Planning Commission of the City of Fortina on a unanimous vote granted a one-year extension to record the final map for phase two of the CLK Kenmore Major Subdivision, extending the tentative mapapprovalperiod from July 11, 2025, to July 11, 2026.
Sherry Meads, the community development director, told commissioners the applicant requested additional time to complete the improvements required before the tentative map can be recorded. Meads said the original tentative map was approved on July 11, 2023, and a timely application for an extension was filed with the department on June 6, which prevented the map from expiring.
Meads said no changes are proposed to the originally approved map and that the original approval was exempt from environmental review under the California Environmental Quality Act (CEQA) infill exemption. She said the extension itself is exempt under CEQAguidelines as a common-sense exemption because approving the extension would not alter the environmental analysis already completed. Matt Nyberg, the deputy city engineer, was present with staff during the presentation.
Commissioners asked whether further extensions beyond one year would be possible. Meads said there could have been an initial 18-month extension and that some state-granted extensions exist; she added staff did not expect the developer to need more time because work was already near completion.
Chair Kine made the motion to adopt Resolution P-2025-3133, granting the one-year extension for the tentative map for phase two of the CLK Kenmore Major Subdivision, and the motion was seconded. The commission recorded the vote as "aye" with no opposing votes; the motion carried and the resolution was adopted.
The subdivision is located at and around Jace Court at Kenmore; Meads noted there is an existing single-family home on the site and a new home being built on a new cul-de-sac. Staff indicated the next steps are completion of required improvements and recording the final map when those work items are finished.

Background: the extension preserves the applicant's ability to record the subdivision map while improvements are completed; if the extension had not been filed, the tentative map would have expired on July 11, 2025.
