Planning commission approves lot line adjustment for Eel River Valley community center

The Fortuna Planning Commission on the evening of the public meeting approved Resolution P-2025-3136 certifying compliance with the California Environmental Quality Act and authorizing a lot line adjustment between two adjoining parcels owned by the Eel River Valley Community Foundation to accommodate the Humboldt Senior Resource Center project. Chair Keim called for the vote after a staff presentation and a brief public hearing, and the resolution passed on a roll-call vote with all members voting yes. The commission’s approval transfers reconfigured parcel boundaries and allows a subsequent property transfer to the Humboldt Senior Resource Center once conditions of approval are satisfied and final documents are recorded.
Staff consultant Michelle Nielsen of Plan West told the commission the adjustment would reallocate land between two contiguous legal parcels, enlarging an existing wetland and habitat parcel from about 1.1 acres to nearly 2 acres and reducing the portion that will contain the senior resource center. Nielsen said the parcels are zoned Public Facilities and designated Residential Low Density in the Fortuna Community General Plan, and that the resulting parcels would meet city lot standards for minimum lot area (6,000 square feet), minimum lot width (60 feet), depth limits and setbacks. Nielsen also described proposed access arrangements, saying two new 25-foot-wide access easements will provide ingress and egress from Newberg Road to the parcel that will host the facility and that an off-street parking area will be held in fee as part of the reconfigured parcel.
The staff report, as presented, included calculations of lot coverage and setbacks: the Public Facilities zone allows up to 60 percent ground coverage; staff computed a theoretical maximum ground coverage for Parcel 1 of roughly 51,500 square feet, while the planned Humboldt Senior Resource Center footprint would be about 31,500 square feet. Staff said the proposal would not require variances, that utilities and services can be provided, and that city departments including fire and public works did not raise objections during referrals. The lot line adjustment was described by staff as consistent with the Subdivision Map Act and with the Fortuna General Plan; staff also noted the project follows a conditional use permit that the commission approved in June for the Humboldt Senior Resource Center and that any future additional development beyond the currently approved footprint may require a separate use-permit review.
An applicant representative who identified themself as the project surveyor said they were present to answer technical questions and added, "I have nothing to add at this point unless questions arise." There were no written submissions or public commenters on the item during the hearing. After questions from commissioners were satisfied, a commissioner moved to adopt Resolution P-2025-3136 and another commissioner seconded; the resolution was read by title and approved on a roll-call vote: Commissioner Eamon — yes; Commissioner Christiansen — yes; Commissioner Hawley — yes; Vice Chair Nichols — yes; Chair Keim — yes.
The approval authorizes recordation of the lot line adjustment documents and, upon completion of the conditions of approval and recording of those documents, a conveyance of the reconfigured fee parcels from the Eel River Valley Community Foundation to the Humboldt Senior Resource Center. Staff emphasized that the lot line adjustment itself does not change existing entitlements beyond reconfiguring parcel boundaries and that the larger campus concept discussed in prior entitlements remains subject to separate permitting and review. The commission’s action was limited to the statutory and zoning findings required for a lot line adjustment. Less critical details: staff noted the project site includes a segment of Strongs Creek and wetland constraints; staff said the lot line change is intended to consolidate constrained habitat into a larger parcel and free the other parcel for the community center footprint.
Clarifying details from the staff presentation: the wetland/stream parcel would increase from about 1.1 acres to nearly 2 acres; Parcel 1’s southern width was reported at roughly 312 feet; two new 25-foot access easements would be created to connect the site to Newberg Road; the proposed senior center footprint was described as roughly 31,500 square feet while a full campus build-out previously discussed was estimated at about 71,000 square feet (approximately 1.64 acres). The commission’s approval was a formal, final action on the lot line adjustment resolution; future development steps remain subject to conditions, recording of legal documents and any required subsequent permits.
