The Board approved a conditional-use permit Aug. 7 allowing on-premises alcoholic beverage service accessory to a cigar bar in Units 1 through 5 at Emerald Plaza (application 25Z00014) in District 2. The applicant, Emerald Plaza Development Incorporated, was represented by Louis Reposito.

During questioning, commissioners noted that the strip center already includes a Mexican restaurant that sells beer and wine and a cannabis retail use. Staff confirmed a lease clause in the shopping-center leases stating tenants would not interfere with other commercial businesses that sell alcohol. The applicant provided the lease language to the board.

Commissioner Goodson moved to approve the CUP and Commissioner Atkinson seconded; the clerk called the roll and the board adopted the CUP by a 5-0 vote. The approval allows the cigar bar to serve alcohol on the premises as accessory to the cigar bar use, subject to any state licensing and county permitting requirements.
