Commission approves solid-waste ordinance corrections and modest rate increases tied to CPI

Brevard County staff asked the commission Aug. 12 to adopt amendments to the county code, chapter 94 (solid waste), to replace text inadvertently omitted from July 2024 changes and to adopt related rate resolutions. The board adopted the ordinance corrections and three rate resolutions: a 4.16% increase in the annual solid waste disposal special assessment (CPI for garbage and trash), a 3% increase in the collection and recycling rate (per contract and prior board approval), and a 4.16% increase to special rates and gate charges with definitional updates to conform to ordinance language.
The board also ratified and certified the annual special-assessment rolls to the Brevard County Tax Collector. The motions passed 5-0.
During public comment, resident Rick Heffelfinger suggested increasing the county-provided yard-waste cart size because only a 40-gallon cart was approved for mechanical collection; staff said they would raise the issue with Waste Management during an upcoming contract meeting and that any cart-size change would likely require contract negotiation. Staff said they could not amend the ordinance tonight to change cart size but would pursue the matter with the contractor and return with options at a future meeting.
