The Brevard County Board of County Commissioners on Aug. 7 approved separate companion applications that change a parcelfrom residential to commercial and rezone it to allow outdoor storage uses, including recreational-vehicle storage and mini-warehouse uses. The board adopted the small-scale comprehensive plan amendment (application 25S00005) and the zoning change (application 25Z00016) with a Binding Development Plan that limits uses to RV storage and permitted BU-2 uses.

The change of future land-use designation from RES-15 to CC (application 25S00005) and the rezoning from RVP to BU-2 (application 25Z00016) were approved on separate motions; Commissioner John Delaney moved approval on the comp-plan item and the related zoning motion, and Commissioner Atkinson seconded both motions. The clerk called the roll and the board recorded five unanimous yes votes on each item.

The applicant was represented at the meeting by David Bassford of MBV Engineering Incorporated, who answered questions from commissioners. Bassford and staff confirmed the Binding Development Plan would be used to constrain the parcelto the outdoor storage and mini-warehouse pattern described in staff recommendation and the motion.

Vice Chair Billy Goodson disclosed a financial conflict and filed a Form AB before the hearing. Goodson told the board, "I'm going to abstain from voting on this and discussing this item because I am the owner and the manager of the applicant, T. G. Rentals of Brevard LLC," and left the room for the H5/H6 votes. With Goodson absent for discussion, the board proceeded and then adopted both measures 5-0 after the roll calls.

The approvals are recorded with the applications listed in the public packet and will be subject to conditions and any required site plan review under county procedures. The board did not announce additional follow-up dates for the property beyond routine staff review.
