The Planning Commission on Aug. 14 approved a special-use permit to allow a manufactured home on a 0.96-acre parcel in the R-1 (single-family) zoning district, voting 4-0 in favor. Staff recommended approval with a condition that the home meet federal manufactured-home construction and safety standards.
Staff member told the commission the parcel is near the southern city limits, off Forest Hill Road and Oakwood Drive, and that the city code does not allow mobile homes by right within city limits. "This is a request for a special use permit to allow for a manufactured home on a 0.96 acre property within the R-1, single family zoning district," the staff member said, noting similar special-use permits for manufactured homes have been granted nearby in 2022.
The staff report said existing mobile homes are already present in the broader area and that a special-use permit was appropriate to preserve neighborhood character. Staff recommended approval with the condition that the manufactured home comply with the federal Manufactured Home Construction and Safety Standards (commonly called the HUD Code).
A motion to approve planning commission application 25007 was made and seconded; Planning Commission members Zach Robbins, Steven Harrison, Franklin Danley and Brent Linford voted yes. The minutes record no public opposition or additional conditions beyond the HUD-code compliance requirement.
