The Nampa Planning and Zoning Commission on Aug. 26 approved a conditional‑use permit allowing exterior product display and fenced outdoor sales areas for a Tractor Supply tenant in an existing commercial building at 216 Caldwell Boulevard/0 Second Street. The permit allows the store to use 54 existing parking spaces for staged merchandise, subject to staff conditions including compliance with building permits, fire access and the city’s access management policy.
Why it matters: Staff and the applicant said the proposal reuses an existing commercial building and that the outdoor display areas are consistent with the site’s commercial designation and nearby retail uses. Staff calculated parking needs using standard retail ratios and concluded the site provides 106 spaces while the code requires 90, so the project is not deficient in parking.
Most important facts: James Boguioli, in‑house counsel for the property owner, described site details: a 2,634‑square‑foot enclosed LiveGoods area to be fenced with an 8‑foot decorative picket fence, a 15,152‑square‑foot remote fenced outdoor display area on a former parking field, two small adjacent display areas totalling about 1,350 square feet, and a 1,533‑square‑foot trailer display area at the front of the site. Boguioli told the commission the applicant agrees with staff conditions and believes it meets the CUP criteria.
Staff analysis and conditions: Associate planner Damien Snodgrass reviewed zoning citations and said exterior storage requires a CUP under Nampa City Code and that staff counts parking at 1 per 250 square feet for general retail. The Nampa Fire District and Building Safety Department provided standard comments; the building department noted that display areas changed after permitting would require plan review. The staff recommendation included full compliance with city codes, policies and standards at time of development.
Discussion vs. decision: No members of the public testified at the hearing. Commissioners asked about whether the building previously housed offices (staff confirmed) and about signage and tenant improvements; the applicant said ongoing tenant remodel and signage changes are planned. The commission approved the CUP with the recommended findings and conditions. The permit becomes effective 15 calendar days after the written decision is provided to the applicant unless an appeal is filed.
