The Nampa City Council adopted the city’s third amendment to the FY25 budget, increasing the adopted budget by $15,805,844 to reflect grants, project rollovers and enterprise fund adjustments. Council approved the amendment on a recorded vote after staff explained the changes and why end-of-year true-ups are needed for grants and capital projects. Doug Racine, finance staff, told the council that much of the amendment is driven by timing: grant awards, state and federal contract schedules, and capital-project invoices that arrived after the FY25 budget was adopted. The amendment includes increased appropriations in enterprise and special revenue funds (about $2.9 million), grants and donations (about $7.4 million) and capital projects and impact fee accounts (about $5.4 million). Racine said the amendment does not raise property tax or change the tax levy; many entries merely align revenues and expenses in the specific funds that receive them. Council members asked for clearer documentation in the public packet; mayor and staff agreed to include the detailed line-item worksheet in the meeting packet going forward so council and the public can see which projects and grants the amendments cover. Council discussed the Family Justice Center’s request for a small general-government allocation and staff explained that several minor operational adjustments and grant receipts required appropriation changes across multiple funds. The council approved the amendment and passed the implementing ordinance under suspension of the rules the same night.
