District staff presented a batch of first‑reading policy revisions on July 14 covering Title IX compliance, bullying and harassment, pregnant and parenting students, licensure reporting, and several administrative cross‑references.
Attorney and staff commentary placed the policies in their current legal context. Legal counsel explained that federal Title IX implementing regulations have been subject to multiple revisions and court challenges in recent years; the board was told the current applicable standard reflects the 2020 Title IX regulations after subsequent 2024 regulations were enjoined by federal courts. Counsel said some Title IX protections and definitions depend on the statute and applicable case law and that the board should rely on legal guidance as federal positions and cases evolve.
Specific policy items included updated references to Title IX grievance and nondiscrimination procedures, an updated policy addressing pregnant and parenting students and employees to align with a new State Board of Education rule effective July 1, 2025, and minor cross‑reference changes throughout the 1500–1700 series. Staff said these are first readings and that contact information and administrative details will be filled in prior to a second reading and vote.
Board members asked clarifying questions about the scope of "protected categories" and how state and federal law interact on issues such as gender identity and sexual orientation; district legal counsel gave a summary of the interplay among federal Title VII/Title IX guidance, the Fourth Circuit case law in this region, and pending U.S. Supreme Court review of related matters.
No policy votes were taken; staff said they will return with finalized text and contact updates at the next meeting.
