Board reviews budget outlook and capital purchases; staff warns capital funds largely committed

Treasury and finance staff said the state moved the district filing schedule from the traditional November/May cycle to October/April for this year and will move to an August/February schedule next year. Staff said the state is shifting from a five-year forecast presentation to a three-year filing for state purposes; the district will continue to present a five-year forecast for local planning.
