Board reviews budget outlook and capital purchases; staff warns capital funds largely committed

District finance staff told the 3 Rivers Local School District Board of Education on Aug. 12 that the state-reporting schedule and budget processes have changed and that the district’s capital budget is already substantially committed for the year.
Treasury and finance staff said the state moved the district filing schedule from the traditional November/May cycle to October/April for this year and will move to an August/February schedule next year. Staff said the state is shifting from a five-year forecast presentation to a three-year filing for state purposes; the district will continue to present a five-year forecast for local planning.
Finance staff reported early-year results showing higher real-estate advances but cautioned that the district will not know until the next collection whether the increase reflects higher revenue or early payments. Staff said supplies and technology spending were higher year over year, but that about $170,000 of the increase was for Chromebooks and staff devices. "For June, knowing that I had 550 was our max that we agreed upon, I ... we paid to the $550,000 mark, and then we paid the difference, when the new year opened on a first check run," staff said, describing timing of large technology purchases.
On federal funding, staff reported total federal allocations down from about $951,000 last year (including carryover) to about $842,000 in the current year; Title I funding declined from roughly $336,925 last year to about $286,516 this year, staff said. Staff noted carryovers could adjust totals once federal allocations are finalized.
The board packet included recommendations for several purchases and contracts: Transfinder routing and transportation software for $37,054; a quoted van purchase from American Bus Accessories Inc. for $7,977; and earlier-approved transportation equipment including a $140,000 bus and a $70,000 van. Staff also noted capital spending approved or encumbered to date that included $53,725 in athletics (gym floor and a 50% deposit on wrestling mats), $114,007 for technology (balance of servers), maintenance and other facility work, and a generator purchase for transportation communications.
Finance staff warned that of the district’s remaining capital balance (about $345,000 at one point in the discussion) roughly $210,000 was already committed for transportation purchases approved or pending, leaving limited unobligated capital. Staff said the district may need to revisit capital allowances if additional unforeseen facility repairs emerge.
Board members asked for a clearer multi-year capital-plan forecast to identify long-deferred projects and prioritize major equipment and facility replacements. Staff agreed to develop a focused capital-plan proposal for board review.
