The Corcoran City Council conducted the assessment hearing for the Chisholm Trail improvement project and closed the hearing after no public testimony. Staff explained the assessments were calculated using the City of Corcoran’s assessment policy, which requires appraisals of affected properties and applies 90 percent of the low-end appraisal value for the assessment calculation.
For the Chisholm Trail road project staff said the assessment before credits would have been about $9,000 per affected property; a 50 percent overlay credit was applied and staff reported the final assessment was $4,500 per property, divided equally among 18 affected lots. Notices were sent and the matter was published in the paper, and the hearing provided property owners an opportunity to comment; no speakers appeared.
Council members asked staff about neighborhood concerns raised during the project, including timing of utility locates and private utility contractors entering yards; staff explained scheduling constraints for locates and noted city contractors do not control private utility practices. After closing the hearing council moved to approve the assessment resolution (motion was made and seconded and the council recorded an affirmative vote). Staff will proceed with finalizing the assessment roll and collection in accordance with city procedures.
