Henderson County approves rural fire protection contracts, designates Fire Chiefs Association liaison

HENDERSON COUNTY — Henderson County commissioners approved form rural fire protection contracts for 2025 and authorized the county judge to sign agreements with volunteer and other fire departments that provide rural protection. The court also approved a separate $11,000 contract with the Henderson County Fire Chiefs Association to serve as a central liaison for training and oversight. County staff said the contracts implement performance criteria, insurance requirements and reporting obligations; they noted a recent period of department mergers required rework of coverage areas. The contract forms require participating departments to provide proof of spending for received funds and to submit call-reporting data into national and county systems. The county’s fire marshal said departments must submit incident reports to the National Emergency Response Information System (NEARIS) (identified in court as the successor to older reporting systems), and also provide county-level reporting so the county auditor can trace expenditures. The court set a return date for the signed contracts of Sept. 5, 2025, to allow the county to finalize 2025 lump-sum payments ahead of the 2026 budget process. Commissioners and the fire marshal discussed the timeline and documentation: the marshal said most departments already have required documents and reporting in place and recommended a short return window; the court set 30 days as the deadline. The Fire Chiefs Association contract, described by staff as providing training facilities, mentoring and a central point of coordination, was listed on the budget worksheet as a $11,000 sum. The motions to approve both the contract form (with a return date of Sept. 5) and the Fire Chiefs Association agreement passed unanimously. Officials thanked the fire chiefs, the fire marshal’s office and county legal staff for an eight-month effort to redesign service areas and produce the agreements. County officials said the 2025 contracts are a lump-sum step to finalize payments this fiscal year and that detailed allocations for 2026 will follow the next budget process.
