City staff briefed the council and the council approved the year‑two grant agreement to support the periodic update to the comprehensive plan, covering staff time for drafting policy and plan elements. Staff reviewed prior related work: a $100,000 climate resiliency grant that funded a hazard mitigation plan and communications plan, and a prior $62,500 year‑one grant that funded the periodic update work plan, public participation plan, land‑capacity analysis and critical areas checklist. Staff said year‑one deliverables were completed and reimbursed. For year two, staff outlined deliverables including a public participation report and draft plan elements for land use, parks and recreation, economic development, transportation (with consultant Dura helping on transportation), capital facilities, utilities and housing. Staff noted the state delayed a portion of grant funding and extended the delivery deadline by six months; the new due date is Dec. 31, 2026. Staff said the year‑two grant will reimburse staff time (the figure quoted in the meeting for this portion was $40,620) and that additional work on an investment‑grade audit for select capital facilities (including energy improvements) is being evaluated separately and may be brought forward as an investment‑grade audit agreement for council review in October. Council approved the resolution authorizing the year‑two grant agreement and asked staff to return with any associated contract documents when applicable.
