The Board voted Monday to approve multiple change orders for the South Levee project and asked staff to verify arithmetic shown on one change-order summary before final accounting. Gary outlined the change orders: number 3, a $5,561 item that added a red/green light system to a pump house for visual pump-status indication; number 4, a $290,441.08 package covering undercutting of unsuitable soil, weekend concrete and overtime labor for work coordinated with the railroad, construction and storage of aluminum rail panels used for a temporary closure, a culvert, grading and restoration at the contractor drive on Robin Road, and security fencing to reduce trespassing (fencing and gates itemized at about $91,009.43); and number 5, installation of air-relief valves at the tops of pump houses (amount provided on the packet). Board members questioned the arithmetic in the change-order summary for number 3: the document shows subtotals that do not add to the line totals, producing discrepancies of roughly $100,000 on the summary pages. Porter and another board member pressed staff to reconcile the figures. The motion to approve the change orders carried on voice vote with the proviso that staff and Ben would confirm the correct contract totals and report back. Gary said one deduct was taken for not painting the interior of a pump house and described a manhole damaged during cleanup that was not shown on project drawings; staff characterized the manhole as buried and not marked on the drawings, and the repair cost was added to the change order. Work on the panels required onsite modifications because an existing railroad rail stood about an inch higher than planned, and staff described building an off-site storage building at the end of Candace Court for the panels.
