The council approved a professional‑services agreement with RH2 Engineering, not to exceed $336,000, to prepare Leavenworth’s general sewer and wastewater facility plan required by the Washington State Department of Ecology.
Staff explained Ecology requires municipalities to update sewer facility plans every 10 years. The plan will evaluate the wastewater treatment plant’s capacity, project 20‑year flows, identify needed capital projects (including upgrades tied to phosphorus limits), and provide cost estimates and a schedule. Staff said RH2 was selected through a qualifications process and interviews; city staff noted RH2’s experience with small systems facing phosphorus discharge challenges.
Council approved the contract unanimously and staff said the work will take roughly a year with a delivery goal around late 2026 or early 2027, subject to Ecology review and comments. The contract will move forward after final scope and Ecology coordination.
Next steps: RH2 to begin the work once the scope is finalized; the plan will inform future utility capital projects and budget planning and will be subject to Ecology review prior to final acceptance.
