Twinsburg City Council voted unanimously, 7-0, on Sept. 9 to adopt Resolution 90-20-25 authorizing the mayor to execute an agreement to join the Valley Enforcement Regional Council of Governments and appoint representatives to the council.
Council President Post moved to suspend the three-reading rule to place Resolution 90-20-25 on its third reading immediately; Councilmember Bellen seconded the motion. The council said the reason for suspension was to allow the city to enter the agreement “as soon as possible.” The roll-call vote to suspend the rules was 7-0, and the subsequent roll-call to adopt the resolution as an emergency was 7-0.
The resolution’s title before council authorized the mayor to join the Valley Enforcement regional partnership “for the purpose of jointly establishing and operating the Valley Enforcement Group with other political subdivisions,” to appoint a representative and alternate, and declared the measure an emergency so it could take effect immediately. Council did not record additional debate in the transcript on the terms of the intergovernmental agreement during the meeting.
