The board considered a series of routine but substantive administrative items at its August meeting and approved them unanimously.
Appointments: staff asked the board to recommend three municipal clerks to the governor as potential representatives of political subdivisions on the state records-management committee. The three individuals recommended were Nancy Sloan (West Point), Christine Fernandez (St. George), and Casey Arnold (West Point City). The board voted to forward those names to the governor's office for consideration.
Year-end budget: Nick (finance staff) presented the unaudited cash‑basis FY2025 year-end budget report, noting that the statements exclude noncash items such as depreciation and the GASB‑68 pension liability that will appear in audited financials. The report showed revenues over expenses of $392,098 on a cash-basis, core revenue collected at 103.6% of budget, and core expenditures at about 95.8% of budget. Personnel expenditures were 102.4% of the personnel budget and operating expenditures about 91.1%.
A motion to approve the financial report and the Q4 check register carried unanimously.
Endorsement: the board also moved to renew its endorsement of Mayor Shepherd for continued service on the National League of Cities (NLC) board, including support for a nomination as NLC second vice president. The motion passed unanimously.
Why it matters: the appointment recommendations inform governor-level selections for a records-management body; the year‑end report provides the membership with unaudited financial results and confirms that the enterprise fund remains on firm cash footing pending audited adjustments; the NLC endorsement supports a member in national municipal leadership.
