DAYTONA BEACH, Fla. — On Aug. 26, 2025 Special Magistrate Robert Riggio ordered that two outstanding enforcement liens connected to the Sybil Redhead estate at 113 Azalea Drive be reduced to zero following inspections and legal‑document review. The new owner, Adeyemi Abel, had worked with city staff to correct cited violations, and the city recommended waiving the liens.
Why it matters: Lien waivers remove a significant financial encumbrance on the property and support rehabilitation that neighborhood residents and city staff said would improve the block. City staff told the magistrate they had re‑inspected the property, reviewed legal documents and concluded continuing the liens was not productive.
The two files before the magistrate were RTLO12201 and CEBO62128 (related to the Sybil Redhead estate). City staff reported outstanding totals (including fines, recording fees and interest) of about $16,900 and $19,176.96 respectively prior to the review. After the owner's remediation and staff review, the city recommended— and the magistrate ordered—reductions of both liens to $0.
Magistrate Riggio said the owner's work had "brought the property up to its former glory" and that resolving the liens would be better for neighbors than maintaining a rundown property. City staff noted Adeyemi Abel has been cooperative and owns multiple properties in the city; they said the rehabilitation will improve neighborhood conditions.
The magistrate entered orders waiving the outstanding lien amounts and closed the lien‑review matters for 113 Azalea Drive. The owner and city were advised on standard procedures to finalize the lien releases in the county records.
