The Smithfield Town Council on July 1 approved zoning text amendments that change the town's publication requirement to match a state law adopted effective July 1, 2025. The change reduces the required time for a second published notice before a hearing from seven days to five days.
Planning staff presented the change as an update to make local procedures consistent with the new state code. "This is just bringing our notice requirements in line with state code that was adopted 07/01/2025," staff member Clary said. "It would change the advertising time from the 7 days to the 5 days for that second notice before the meeting."
No members of the public signed up to speak at the council's public hearing on the amendment. Council then voted to approve the zoning text amendment on publication requirements.
The amendment affects how the town advertises hearings required under the zoning ordinance and aligns town practice with the new state timeline; town staff indicated the change was ministerial and intended to ensure notices meet state timing.
