The Alta Planning Commission on Aug. 27 agreed to accelerate a multi-meeting review of the state-mandated Wildland-Urban Interface (WUI) code following passage of HB 488 in the 2025 legislative session.
Commissioner Chris told the commission HB 488 requires municipalities to adopt the WUI code (2006 version referenced) by Dec. 31 and recommended a side-by-side review of the state model code and the town’s existing ordinances. He said the WUI code includes defensible space standards, ignition-resistant construction material guidance and fire-flow requirements; some of those standards conflict with the town’s tree-removal rules and vegetation protections. Staff and the commission agreed that reconciliation would likely require at least two commission meetings (September and October), a public hearing and then forwarding to town council for a November work session so council has time to act before the statutory deadline.
Commissioners discussed bringing in fire authority staff (the new area fire marshal from UFA was mentioned) to present the WUI requirements and explain why changes are recommended. Staff said the typical adoption approach is by reference with an exhibit (similar to adopting building codes) and with local amendments where necessary. Commissioners asked staff and legal counsel to prepare a redline showing conflicts and proposed local amendments for the September meeting so the commission can hold a public hearing in October and forward a recommendation to council in time for November action.
