The City Council approved a development agreement for the Peachtree Drive subdivision project after a public hearing, adopting Resolution 25-53. The agreement allows the developer to combine required park dedications for the north and south preliminary plats onto a single lot, sets the timing for dedicating that land at the first phase of either project, and memorializes a monetary contribution from the development for improvements to Henderson Road.
City staff opened the public hearing by explaining the procedural context: the hearing examiner granted approval of the north and south Peachtree preliminary plats in April, and one of the conditions required the City Council to approve a development agreement within 120 days of that hearing; the 120-day deadline was noted as expiring on August 27. The staff presentation also said the agreement contained no other modifications to the municipal code beyond the combined park dedication and the roadway contribution and that a signed copy from the developer was on file.
At the hearing, a representative identified as the developer described the project layout and unit counts: “It’s Peachtree, which comes off Railroad … the north is gonna have 35 lots, and the south is gonna have 81 lots,” and said the site will require a sewer lift station and that the developer chose to provide a single park instead of separate parks in each subdivision because the city’s park inventory is limited. The developer also explained a preference for a mix of lot sizes, potential duplex or townhome development if single-family builders do not commit to certain lots, and that the north phase was likely to be built first.
Councilmembers asked clarifying questions about the park location and housing types; the developer confirmed the park will abut Peachtree and said the dedication timing is tied to phases of the projects. No members of the public signed up to speak during the hearing.
Following discussion, Councilmember Phil moved to adopt Resolution 25-53, with Councilmember Catherine seconding. The council approved the motion by voice vote.
