The Historic Preservation Commission approved replacement second‑story windows on the rear (alley) elevation of 114 West Oklahoma Avenue, allowing aluminum units on the secondary elevation with the condition that size, configuration and general characteristics match existing openings. The commission's action recognized guidance that substitution of materials may be considered on less‑visible elevations.
Nikki Kessler appeared on behalf of owner John Pergones and described the applicant’s plan to replace badly deteriorated, boarded and inaccessible upper windows. Kessler said the proposed units were similar in appearance to windows across the street at the YMCA but were residential product brochures rather than commercial storefront systems. She told commissioners the applicant preferred metal windows because of maintenance concerns created by utility lines in the alley.
Staff reminded commissioners that the local guidelines generally prefer repair or wood replacement, but that aluminum‑clad or substitute materials can be acceptable where visibility is limited. A staff reference to federal guidance — the Secretary of the Interior's Standards for Rehabilitation — was cited to support aluminum‑clad on secondary elevations. Commissioners discussed matching color and muntin/divider patterns. Kessler said the applicant would select a color and could match the darker trim seen on nearby windows rather than leaving the windows white as ordered on the application form.
A motion to approve the replacement windows on the rear elevation carried unanimously with the usual conditions: the new windows must match the existing openings in size and configuration and the applicant should provide a final color specification to staff. The motion passed with recorded yes votes from Commissioners Jason Wells, Nathan Turner, Valerie Duncan, Daryl Covington and Lisa Kennedy.
Staff noted the applicant will return with a paint/finish if needed and that aluminum‑clad windows are compatible with rehabilitation guidance when they replicate the look of wood on less visible elevations.
