Board approves policy keeping student phones in lockers during the day

The Downers Grove Grade School District 58 Board on Monday approved a change to student behavior policy that requires middle and elementary school students to keep cell phones turned off and stored during the school day.

The change to Policy 7‑190 was presented by the policy committee and approved by the board at the meeting. Under the adopted language, phones must be turned off and left in lockers at middle schools or in designated storage (for elementary schools, a comparable location such as a cubby or backpack) “throughout the entire day, including lunch and passing periods,” a committee presenter said. Smartwatches are not required to be left in lockers but may be restricted if used inappropriately; administrators will handle health or IEP‑related exceptions.

Administrators who consulted on the recommendation told the board the goal is to reduce distractions in classrooms, hallways and lunchrooms and to align district practice with neighboring high school district policies. Board members and administrators emphasized that the policy is not intended to punish students who are sick or have a documented medical or IEP need; reasonable accommodations will be made and the policy allows for documented exemptions. Principals from the middle schools and an elementary principal supported the measure, the policy committee reported.

The board approved the policy update by voice and roll call in the meeting’s action items. Board members said the district will provide communications to families, assurances about phone storage security at school, and a 6‑month review with administrators to assess implementation and any needed adjustments.
