The Camarillo Planning Commission approved a tentative parcel map that will subdivide an existing roughly 0.95‑acre lot at 143 Mission Drive into three single‑family parcels and requires frontage improvements, storm‑drain installation and a shared access easement.
Staff presentation explained the subdivision will create three lots sized to meet the R‑1 (10,000 sq. ft. minimum) standards: Lot 1 (16,389 sq. ft.), Lot 2 (14,437 sq. ft.) and Lot 3 (11,090 sq. ft.). The project includes widening Mission Drive to city standards, a 5‑foot sidewalk dedication, an 18‑inch storm drain along the frontage connecting to the existing storm system and a hammerhead turnaround for emergency access. Staff found the project exempt from CEQA under the Class 15 minor land division exemption and recommended approval subject to standard conditions.
Why it matters: the map authorizes infrastructure work — curb, sidewalk, drainage and utility extensions — that will be required before any vertical construction occurs. Nearby residents raised concerns about noise, privacy, evacuation routes and fire protection; commissioners amended construction hour limits in response.
Public concerns and staff response Neighbor Jeffrey (Jeff) Langley, whose property backs the site, said his family purchased their home in part because the adjacent lot was empty and asked for conditions including a traffic/evacuation analysis, a fire hydrant review, mitigation for property‑value impacts and the opportunity to buy the lot behind their house. Langley told the commission his children’s bedrooms will face the new lot and expressed worry about construction noise and safety.
Staff said the project was reviewed by the fire department and public works for access, utilities and emergency response; the lot division includes an access easement and a hammerhead to satisfy fire access requirements. Public Works clarified that, prior to permits for construction in the public right‑of‑way, the developer must submit a construction sequencing and schedule plan and obtain an encroachment permit; city inspectors will review compliance during construction.
Commission action and change to construction hours Commissioners discussed construction‑hours limits after hearing resident concerns. The commission amended Condition 92 to restrict construction staging and work related to the subdivision’s infrastructure to weekdays, 8 a.m. to 4 p.m., and to prohibit Sundays and holidays. With that amendment the commission adopted Resolution PC2025‑07 approving LD‑567. In roll call, the commission recorded yes votes from Commissioner VanderMeelen, Commissioner Murphy, Vice Chair Davidson and Chair Limon; Commissioner Edsall recused from the item.
Next steps and clarifications The approval authorizes the tentative map and establishes conditions that must be satisfied before the final map can be recorded. Infrastructure work (street widening, storm drain installation, sidewalk and utility extensions) will be permitted under separate construction or grading permits; those permits will reference Condition 92 and be inspected by Public Works. Any vertical construction (new homes) would require later building permits and could bring additional discretion and review, including neighborhood notice and required permits.
