The City Council adopted annual updates to user fees Aug. 13, applying a uniform 5.2% year-over-year adjustment tied to labor-cost changes, staff said.

Finance Director Mark Uribe told the council that city policy aims for fees to recover 100% of the estimated reasonable cost of providing services and that fee-setting follows a comprehensive fee study. The last detailed fee study occurred in 2020; a comprehensive review is typically done every 5 to 7 years.

Uribe noted that some fee schedules revised in February 2025 (building and safety fees, technology and general-plan maintenance surcharges) were excluded from this annual adjustment because they had been updated recently. The council approved the resolution by roll-call vote, recorded as a 5-0 vote.

No speakers addressed the fee update at the hearing.
