Commission approves Greenview Phase 1 secondary plat; developer says roads and lots on track

The Crown Point Plan Commission unanimously approved petition 25-32 on June 24, granting secondary plat approval for Phase 1 of Greenview at Summertree, which comprises 97 lots and five out-lots.
Jeff Yatsko, representing Estates Development LLC and Old Tof Homes, said the phase includes both community entrances and the ponds for stormwater; he told the commission he expects roads to be installed this year and that the developer will secure the required bond for remaining work. Planning staff reported that the petition previously received favorable reviews in workshop and had final plan approvals; staff recommended approval.
Commissioners pressed the developer about floodplain and FEMA mapping. The developer said the project has a permit from the Indiana Department of Natural Resources to place fill in part of the floodplain and that the entire site was engineered with compensatory-storage offsets so that “every single lot in Greenview will be buildable outside of floodplain.” He said the developer is completing a Letter of Map Amendment/Letter of Map Revision with FEMA and will not permit lots that remain in the floodplain until FEMA completes its review.
A roll-call vote recorded unanimous approval. Planning staff indicated they will pass FEMA confirmation to engineering and planning once received; the commission recorded no remonstrations on the record at this hearing.
