District reviews School Community Council duties, training and website compliance ahead of state audit

Canyons staff told the board on Sept. 2 that the district is preparing schools for an upcoming state audit of School Community Council (SCC) compliance, including website postings, bylaw updates and plan submissions.
Susan Edwards, the district community engagement coordinator, led the overview and said state statute requires SCC training and that the district is responsible for ensuring SCCs receive training and that required materials appear on school websites. Edwards outlined a district timetable: plans due to the district by April 13, signatures and final approvals by May 13, and state reporting deadlines in August–October.
Edwards described the core SCC duties: preparing the school land trust plan (limited uses tied to academic achievement), producing a final report on prior‑year plan outcomes, and reviewing or advising on other school plans including TSSP (Targeted Student Support Plan), digital citizenship, electronic device policies, school safety and attendance plans. She said SCCs also provide input on use of cell tower revenue when applicable.
District staff described recurring audit findings the state raises: missing minutes, omitted public notice information on websites and incomplete contact information. To address recordkeeping, staff proposed an automated attendance tracker built with IT that would let schools log SCC member attendance electronically; administrators said the tool is ready to pilot if the board approves rolling it out in training.
Edwards also said the state will audit district and school bylaws and rules of order in November, and she said the district is assisting schools in updating bylaws to comply with the revised state requirements.
The board praised district SCC supports and training; trustees called the district’s SCC outreach among the strongest in the state and thanked staff for their work.
